The past couple of years have been tough on Gotham City. Well, tougher than normal, that is. Which is saying something - Gotham's never been an easy place to live. Still: plague, earthquakes, and now the American government is talking about cutting it's losses. Abandoning Gotham to it's ruin. Making it a No Man's Land.

A cataclysmic earthquake has just ripped through Gotham City, toppling nearly every building in the city. Tens of thousands are dead or missing, all of them buried among the rubble, and thousands more are injured. How many can be saved?
